I would like you to create a responsive Wordpress template / theme based on an existing HTML template, which is not responsive.
The exact template/page may be found here:

Of course it has to be a real template, so I may add my menu and texts.
You may only add an language selection in the top right corner.
I would like you to use an existing foundation for the design, e.g. http://ift.tt/10flJs2 because it does support WPML from scratch.
Budget: $40
