I need this to be completed ASAP must be fully responsive for mobile, smartphone, tablet, small desktop and large desktop.

1. Budget is non negotiable i will not pay more than budget.
2. no upfront payment will only be made after work is delivered.
3. I will not do an Hourly only Fixed price.
4. If job goes well i will have a similar to complete.
