We are a fast growing company in the recruiting space who is looking for an HR Manager to be the main point of contact for our growing list of clients in China. This is a work remote position, and has the possibility to turn into a full time one. However, I need the person to be located in China and be organized and have strong understanding of Chinese and American culture.
Main Duties
• Be the main point of contact between clients and Prowess Global Recruiting.
• Maintain professional, friendly relations with PGR clients and candidates.
• Develop and execute recruiting plans customized for each client.
• Network through industry contacts, association memberships, trade groups and employees.
• Keep administrative records and candidate files up to date
Recruiting: Client Focus
• Work with client hiring managers on coming up with a proper job descriptions in English.
• Work with client to determine timeline for recruiting.
• Lead the creation of a recruiting and interviewing plan for each open position.
• Arrange Interviews with clients and candidates at a mutually agreed and convenient time.
• Provide bi-weekly updates to the client on candidate positions in recruiting process.
• Bridge cultural gaps between foreign candidates and clients should any arise.
• Consult with clients if expectations such as salary, benefits are not adequate.
Recruiting: Candidate Focus
• Post openings in newspaper advertisements, with professional organizations, and in other position appropriate venues.
• Review applicants to evaluate if they meet the position requirements.
• Develop a pool of qualified candidates in advance of need.
• Research and recommend new sources for active and passive candidate recruiting.
• Build networks to find qualified passive candidates.
• Utilize the Internet for recruitment:
o Post positions to appropriate Internet sources.
o Improve the company website recruiting page to assist in recruiting.
o Research new ways of using the Internet for recruitment.
o Use social and professional networking sites to identify and source candidates.
• When candidates background is in question, conduct prescreening interviews.
• Develop and improve strategies for:
o Minimizing interview no-shows.
o Maximizing offer acceptance.
• Help candidate with cost of living questions and salary negotiations.
• Consult with candidates to maximize offer acceptance while maintaining clear expectations for life in China.
• See candidate through start date and request 1 week and 30 days follow ups after start date.
• Report each candidates start date through CEO.
Network Through Industry Contacts, Association Memberships, Trade Groups and Employees
• Locate and document where to find ideal candidates.
• Create contacts within industry.
• Attend local professional meetings and membership development meetings when authorized.
• Maintain regular contact with possible future candidates.
Administrative Duties and Record Keeping
• Maintain all pertinent applicant and interview data.
• Assist in performing reference and background checks for potential employees if requested.
• Assist in writing and forwarding rejection letters.
• Assist in preparing and sending offer packages.
• Assist in preparing and sending new employee orientation packages.
• Perform other special projects as assigned.
Qualifications
1. HR Management experience strongly preferred.
2. Fluent in Mandarin and English.
3. Strong understanding of Chinese and American Culture.
4. Excellent customer service skills and business writing skills.
5. Familiar with Microsoft Office suite of products; experience with recruiting tools like Bullhorn preferred.
